About Department

The Rural Development and Panchayats Department is responsible for the implementation of various centrally Sponsored and State Funded Schemes for poverty alleviation,  employment generation, sanitation, capacity building, women's social and economic empowerments, apart from provision of basic amenities and services. The guiding and driving force of Rural Development and Panchayats Department is to endow the Panchayats (Gram Panchayats, Panchayat Samiti and Zila Parishad) with such powers and authority as may be necessary to enable them to function as institutions of self Govt.  in Rural areas of the State. 73rd amendment of Constitution of India has provided social scenario with assured participation of rural people especially women folk and weaker section of society, in achieving their envisaged aspirations and other needs. 

There are 13028 Gram Panchayats and 148 Block Samitis and 22 Zila Parishads under the Preview of the department. The Department of Rural Development and Panchayats is assigned with the duty of assisting the PRIs in discharging of its constitutional obligations. The main functions and duties of the offices and employees working in the department are providing administrative frame-work for smooth functioning of the PRIs, rendering assistance in implementing schemes and projects through PRIs, to extend the technical support and know how to PRIs in order to execute various development schemes at the different levels, providing appropriate forum for redressal of grievances of rural people concerning the department.

Arranging training programme and courses suitable to cater to the needs of PRIs and rural masses.  Rendering help in connection with election of PRI bodies, affording forum of planning at the micro level and consolidating them at the District level through constitutional bodies of State District Planning Boards, providing frame work of Quasi judicial Courts of Collector and Commissioner to  regulate and utilized the shamlat land for the benefit of Panchayats and also to protect the common property of the PRIs, mobilizing women of the rural area to make them aware of their social needs and strengthen their economic status.

ALLOCATION OF BUSINESS RULES:-

  1.  All matters relating to the administration of the following, Acts and Rules framed  thereunder, namely: -
    1. Punjab Gram Panchayat Act, 1952
    2. The Punjab Village Common Lands (Regulation) Act, 1961
    3. The Punjab Panchayat Samiti and Zila Prishads Act, 1961
    4. The Punjab Cattle Fairs (Regulation) Act, 1967
    5. The Punjab Gram Panchayat (Common Purposes Land) Eviction and Rent Recovery Act, 1976
    6. The Punjab Panchayat Samitis and Zila Parishads {Temporary Supersession) Act, 1978
  2.   Establishment and budget of the Directorate of Panchayats and Panchayati Raj including the provision of budget of staff provided out of the cadre strength of the  Financial Commissioner's office.
  3.   All matters relating to:-
    1. The allocation of assets. and liabilities of the, District Boards among the Zila Parishads and Panchayat Samiti
    2. Construction of buildings and houses for office and staff    
    3. Management and development of Shamlat lands and eviction of unauthorized occupants from urban common lands
    4. Complaints and enquiries against Panches and Sarpanches
    5. Disciplinary action against Panchayat Samiti and Zila Parishads and their Members
    6. Panchayats, Panchayat Samitis and Zila Prishads Elections
    7. Finances of the Panchayat Samitis and Zila Prishads
    8. Implementation of various development schemes in the block
    9. Institutional and non-institutional training of non-official Panches and Sarpanches, Member Chairman and Vice- Chairman of Panchayat Samitis and Zila Prishads, Members of Parliament and Members of Legislative Assembly
    10. Local rate and allied matters
    11. Location of Block Headquarters and demarcation and redemarcation of boundaries of the block
    12. Construction and location of Primary Health Centers in  Blocks
    13. Minor flood protection works such as Bunds and Drains
    14. Focal points for rural infrastructure development
    15. Statistical evaluation
    16. Panchayat Samitis and Zila Prishads
    17. Study tours of non-officials at all India State Block Levels
    18. Seminars and Sammelans
    19. Taxes and fees levied by the Panchayat Samitis
    20. Training of young farmers and village leaders and  organisations  of farmers clubs (both sexes)
    21. Training institutions of the Department of Rural Development and Panchayats
  4. Discretionary grants by Ministers.
  5. Sramdan.
  6. Community Development Movement.
  7. All matters relating to:-
    1. Village Housing Project Schemes and State Rural Housing Cell
    2. Village Volunteer Force
    3. Integrated Rural Development Programme and Schemes framed thereunder
    4. Evaluation of the work of Rural Development Society
  8. Rural Landless Employment Guarantee Programme and scheme framed thereunder.
  9. National Rural Employment Programme and schemes framed thereunder.
  10. National Project of improved Chullas.
  11. Integrated Rural Energy Planning Programme.
